The state’s unemployment rate was unchanged at 4.1 percent for September, despite increasing by 2,800 jobs. The updated report from the Illinois Department of Employment Security also says job growth was flat in the third quarter of the year with an average decline of 100 jobs a month, far less than 9,000 jobs gained in the second quarter of the year.
