Fairbury residents raise a 'stink' at council meeting

Complaints of noise and smells dominated last week’s meeting of the Fairbury City Council. Paul Coleman voiced his concerns over a neighbor’s noise and odors emitting from the property. Mayor Robert Walter told Coleman that the issue was raised last June and the city attorney sent a letter to Ken and Darlene Zapp, asking that they clean up the area, put and end to the barking and to take care of the smell. At the time, there were complaints about the number of dogs at the address and the barking that was keeping some neighbors up at night. In August of 2000, the city voted to allow dog grooming, animal boarding, puppy sales and food sales only until August 9, 2001. The letter sent last year suggested that they cease the activities. Appearing in support of the Zapps were local volunteer firefighters. Ken had been a volunteer fireman for many years. Another neighbor stated that she had no complaints, while a Peoria group known as “Voices for Animals” was concerned about the conditions for dogs and requested that the council act upon any complaint they receive about the treatment of animals.
